The policy system is a set of understood rules and traditions that work to make policy familiar. This satisfies a collective subconscious need to understand what the future will hold. The problem with the policy system is that when change needs to happen the policy system distorts the change to what the masses are familiar with. As these two ideas are polar opposites, the outcome of this ambiguity is an unstable direction.
Innovation that is aligned with the needs of the global village is paramount. This requires drawing from the collective subconscious, and its creativity and unity, without being lost in its policy system.
